Pour 1 cup of water into a small saucepan. Stir in 2 packets of unflavored gelatin and warm the mixture over low heat, stirring occasionally until the gelatin has dissolved completely.
Remove from heat and add half of the condensed milk to the gelatin mixture. Stir until well combined.
Add 2/3 cup of vodka, cover, and set half of the mixture aside for the final layer of your Halloween jello shots.
Divide the remaining mixture into your shot glasses, about 1/3 full each. Refrigerate for 30 minutes or until firm.
For the middle layer, pour 1 cup of water into a small saucepan. Stir in the remaining unflavored gelatin packet and warm the mixture over low heat, stirring occasionally until the gelatin has dissolved completely.
Remove from heat and stir in the orange Jell-O until it dissolves.
Add the remaining 1/3 cup of vodka, then pour this orange mixture over the shot glasses with the white layer. Refrigerate until firm.
Once the orange layer is solid, add a few drops of yellow food coloring in the white mixture that you set aside earlier.
Pour the yellow layer over the shot glasses with the white and orange layers.
Refrigerate the candy corn jello shots for 2 hours or until set. You can also garnish them with candy corn.
